Obviously he does since Gaara died and was brought back to life after the extraction, and he was able to pull out the ichibi.

And yeah, chakra is residual so he should still have it, and Gaara and Hachibi are about to give him to last two pieces of chakra he doesn't have, at least that's how it seems.
