What about pre jin obito? He had an organization capture the tailed beasts. Obito had to find the beasts, Extract them from their jinchuuriki form and then seal them.

Madara has them on a plate ready to be sealed.

He couldn't get kurama and hachibi because they would of died right there. take away naruto and bee, and obito would of killed kakashi and gai. Obito would of reseructed the full powered juubi and it would of been unstoppable ending the war in favor of the bad guys.

It was plot meaning kishi didn't allow it.
