I can't believe you went there man, but I really gotta say the third raikage is in my top 3 favourite characters and I have to say I'm probably one of his biggest fans but prime hiruzen weather he exists or not is not the problem he has no feats to the title and when he came back as an Edo I was like oh yeah hiruzen time but he was owned by juubito even if he was analysing and honestly when I see him I laugh, to me when people say prime hiruzen its a long running joke as it will never be proven and the guy just spams shuriken and uses enma haha prime hiruzen lol.

yeah a sharing an is fine just not copying jutsu or taking sharingan so kakashi without sharing an but madara and sasuke have it since they were born with it but no copying powers is all everything else is fine.

@bold part. There is no scroll containing FTG secrets . If it exist then why didn't hiruzen learned it. Hiruzen was 1nd and 2nd hokage student but He don't know how to do FTG or its varient. While we all regard him as most learned man in narutoverse who knew all konoha jutsu but this same didn't felt necessity of learning FTG.

The reason is because there was never a scroll of FTG and minato learned FTG himself by discussing rumours and chit chat about FTG basic principles.

your list truly sucks. why ? because you misinterpreted how peoples learn stuffs.
except Uchihaa , who get free sharingan+ automatic genjutsu,susanoo,amatersu, tsukuyomi , better vision,strong chakra etc etc. all the other ninjas must learn stuffs from their predecessors/teacher and practice . Only SO6P fits in your category because just like gautam Buddha , he got enlightened and teach all the ninja skills he knew to his disciples.

Minato should be at top of Genuine ninjas along with tobirama and orochimaru. Minato didn't have text books on how to do FTG but He learned FTG by himself thinking and analyzing rumours just like he learned how to make Rashingan by just observing TBB.

If there were a text of FTG by tobirama then why didn't hiruzen know how to do it. Hiruzen surely knows all of konoha jutsu but he doesn't know FTG . It proves that Minato developed his own version of FTG on basis of rumours and talks about tobirama's FTG.
for a young ninja It is really a genuine feats of Originality and creativity

While I didn't have an issue with you deciding to not include Minato's FTG I gotta say this really doesn't make any sense. Naruto copied the shadow clone jutsu from a scroll that we later learned was a jutsu tobirama developed. It's the exact same situation as FTG.

So if you are going to count shadow clones (which eliminates just about all ninja in existence right there) then you have to include FTG, because either way you look at it, Minato had to teach himself how to use that move and he even made it better. There's nothing borrowed about that.

Bravo sir, your list was worth the wait I agree with the majority of it I just think the third rsikage should be higher as only he can hurt himself and he is very durable.

I think the reason is that either plot no jutsu or simply that in his old age his reactions were to slow to use it effectively kind of like kakshi using chidori without sharingan giving him tunnel vision leaving him vulnerable. Hiruzen would only get himself killed.

Sorry is not a power up. Chakra of each shinobi belongs to themselves. Chakra must first be molded. Only person born with automatic chakra was Rikudou. No one else. Since Rikudou was born with chakra, he was able to break it down and teach people how to create it. Sooo yeaaaaa. The elements of chakra existed in everyone, even before the Juubi, only the knowledge was missing.

So you are telling me there are scrolls containing jutsu like Edo tensei/Shadow clone and so on.... but not FTG? lmao. Are you serious?

And also, no body else bothered to learn shadow clone..... No body else bothered to learn Hiruzen's simple shuriken techs... Are we really going to play the "no body bothered" game?

Thanks. And yea this is a really challenging list to make. There are a number of ninja I didn't include that could've gone up there and even those that made the list could be switched around. I agree 3rd raikage can definitely be higher he just kind of came to mind a little late I guess so he ended up at number 9
