Strongest character without power ups?

So without arguing what counts as your own power for a character. Can we for the sake of this thread just figure out a top 10 strongest characters based on their own power. The following is what I mean by not borrowed power

1) must have worked for it by themselves like Lee, and gai etc
2) or be trained and worked hard for it like naruto getting sage mode, he I sasuke without curse mark etc
3) Its counts if the person discovered a hidden jutsu or rare jutsu by them selves like oro, or narutos shadow clones

What does not count as their own power are the following.

1) copying techniques I.e sasuke using his sharingan to copy lees speed or kakashi copying 1000 jutsu
2) any artificial enhancements like, curse marks, stealing sage power, artificial Edo enhancements (ahem madara)
So take some stuff away from characters that doesn't count as original power and put who you think is the strongest 10 of all time

Side note. I know technically that this is very strict but this is meant to be purely their power just like we know that for example minato copied and enhanced tobiramas ftg and it is his power but for this thread I'm doing only what they came up with so his rasengan is good but not ftg and obviously half of kura a is not allowed. Here is my top 10.

1) Jiraiya
2) Third raikage
3) Gai sensei
4) MS Itachi
5) Kisame
6)MS madara
7) MS sasuke
8) darui
9) zabuza
10) kakashi

P.s my list sucks I know that's why I want to hear what you guys say I should have included sasori, tsunade, orochimaru, tobirama and more well I'll leave it to you guys and no insults or crap, just don't post if you don't have anything good to say.

Ppl with pure skill tht don't recieve power ups or change their fighting style because of a massive power up they received (the only person orochimaru but we haven't seen what the zetsu body will do for him tho we kno his tech allows him to have all the abilities of that said vessel)

Before I give a list does a sharingan count as a powerup or no? Because techincally all you have to do is be born a Uchiha to have a shot at the sharingan and all it's variations. My list will look drastically different depending on the rules.

I guess I'm confused because your title says "power-up" but your thread seems more geared at "borrowed power" which aren't really always the same thing

Well from the characters I thought of on top of my head I first thought third rai age is most powerful as he is fast and highly endurable, then I remembered how fast jiraiya is in sage mode combined with frog kumite he can throw opponents off guard and is impossible to fight in taijursu and if he can't beat the opponent the sound jutsu of the frogs takes out the enemy but just now I realised the frog aren't his own power. Epic fail lol, that's why I posted the thread to see what other would think as I can't figure out who is

Lmfao seriously Thts not a power up because it was stated she was always with him so he had her from get go has gaara improved his abilities yes but has he ever received a power up no not really he's gotten stronger by working hard with the abilities he does have and making different variations of it unlike naruto and sasuke who get power ups out of the ass tht they barely use only to show it off then move on to next power up

yeah a sharing an is fine just not copying jutsu or taking sharingan so kakashi without sharing an but madara and sasuke have it since they were born with it but no copying powers is all everything else is fine.

your list truly sucks. why ? because you misinterpreted how peoples learn stuffs.
except Uchihaa , who get free sharingan+ automatic genjutsu,susanoo,amatersu, tsukuyomi , better vision,strong chakra etc etc. all the other ninjas must learn stuffs from their predecessors/teacher and practice . Only SO6P fits in your category because just like gautam Buddha , he got enlightened and teach all the ninja skills he knew to his disciples.

Minato should be at top of Genuine ninjas along with tobirama and orochimaru. Minato didn't have text books on how to do FTG but He learned FTG by himself thinking and analyzing rumours just like he learned how to make Rashingan by just observing TBB.

If there were a text of FTG by tobirama then why didn't hiruzen know how to do it. Hiruzen surely knows all of konoha jutsu but he doesn't know FTG . It proves that Minato developed his own version of FTG on basis of rumours and talks about tobirama's FTG.
for a young ninja It is really a genuine feats of Originality and creativity
