You don't need the Sharingan for Susano'o which means Hireuzen must be able to do this too.

Can Hiruzen use the mind transfer jutsu, or the aburame insect sphere, hyuga rotation, Hiruzen can definitely use the Body expansion jutsu.

Genius, I think they meant all of Kanoha's personal jutsu. Each village has unique ninjutsu specific to their nation
Example Konoha:
FTG
Dancing Leaf shadow, shadow clone jutsu, shadow shuriken jutsu
Hiruzen mastered all secret jutsu of Konoha including some of the former Kages jutsu which were most likely left behind for future generations. This does not include blood limit jutsu

You need to control the double mangekyo in order to awaken the third power Susanoo.

Uchiha's powers are from the mind that reflect on the eyes

The change in eyes just show the level they've reached

So Hiruzen doesn't have Uchiha blood/power to manifest from the mind to reality (Susanoo).

In the manga he was known as the master of 1000 jutsu and that was all. It wasnt actually mentioned that he knew every jutsu in the leaf jyst 1000.
