Zabuza was a great character and all, but his strongest Suiton took 44 Hand Seals, to which would prove insufficient against someone of Hiashi's abilities. Nowhere close at all. A good comparison for Zabuza would be someone like, early Part 1 Sakura or something. Hiashi threshold is way out of reach for him.​

Actually, even as Icelerate said, Zabuza beats Kitsuchi close-mid range and Kitsuchi beats him long range, thus Zabuza wins more times out of 10.
