Is Hiashi Low Kage level or Elite Jounin?

I made a thread on Hiashi's level and the vote is half and half. Half the people think he is low kage and other half think he's high jounin/elite jounin

I think Hiashi is just a more rounded Neji (slightly more stamina, strength, slightly stronger rotation and vacuum palm). I view Neji as a high jounin so I believe Hiashi is an elite jounin/top of the line jounin, but not exactly low kage level.

What I'm trying to say is, say out of 10, high jounin is a 5 and low kage is a 10, he would be 7.5, right in between those ranks.

So I would say Hiashi is high jounin-low kage level, right in the middle of those two ranks. Above high jounin, but under low kage.
