He was in better shape AFTER the timeskip IMO.

How was he in better shape after the time skip if he was training somebody else? Never really got challenged in strength. For his physical capabilities to improve he has to consistently fight people like Borsalino. The fact Borsalino wasn't making much effort and Rayleigh was kinda proves that he is no longer Admiral Tier.
