What would you rank Hiashi, Chiyo, and Kitsuchi?

I think Hiashi is a little overrated. Like he has the same exact moves as Neji, only he's a little more rounded. I think he would be like a top of the line jounin, but not low kage as many people say he is.

I would rank Kitsuchi top of the line jounin too. I mean ik he showed an OP tech (earth sandwich), but he doesn't really have any other powerful jutsu or any hype to say otherwise. If he didn't have Earth Sandwich he'd be like mid jounin. It's because of the tech I put him a little bit above high jounin, but not exactly low kage.

I think Chiyo is low kage level. 10 of the best puppets at once equipped with poison, traps, her suction tech, sealing tech, knowledge, experience, she is pretty underrated if you ask me.
