Okay, I'll start by explaining what a theory is. ( As an answer to your comments against people who have provided proof against your theory ) A theory is a supposition or a system of ideas intended to explain something, esp. one based on general principles independent of the thing to be explained. Meaning that a theory is trying to explain something that lacks a defined answer, this is where your theory is a little bit off. As the "facts" which you base your theory on have been proven wrong by the manga already, meaning that your theory lacks a foundation and facts to support it in general. Let me explain.
First of all, I would like you to explain and provide some real proof on the 24 powers of the Rinnegan which you mentioned. As Nagato divided the 6 powers he had from the Rinnegan into 6 different, reanimated bodies. Another thing that is faulty is that you said that Obito wasn't able to preform much of the Rinnegan's abilities since he only had a single Rinnegan. Madara, now has only a single Rinnegan and he has shown that one doesn't need to have both of them to use high level attacks from the Rinnegan.
Now, over to your actual points on your theory.

Uzumaki is related to Senju so their blood is technically the same. Meaning that adding a Uzumaki to the mix wouldn't change the Rinnegan. If this was the case, then Obito should have been as powerful with the Rinnegan as Madara. ( Which he isn't because of his lack of knowledge around the eyes ) The reason why Madara is so strong with the Rinnegan has nothing to do with Nagato. It is ( as I've said ) because Madara has a lot more knowledge of the Rinnegan than any of its previous users, and he is the person who awakened them. Now, it was rather early that the Rinnegan was the strongest dojutsu in the Naruto World a long time ago. So pointing this out doesn't help your "theory" and it is barely relevant to the topic.

You asked why Madara decided to place his Rinnegans into the child, Uzumaki Nagato. This has already been explained by Madara himself when he was about to die. It is explained in Chapter 606 of the Manga. Here are links to the exact pages;

This was stated by Zetsu and later confirmed by Madara himself. Your idea that Madara obtained some form of information from the eyes themselves is so far fetched. He could've gotten all that information from Black Zetsu if he needed it, and he may have done that. Its no logical way or idea that could explain how the eyes could give him information. Obito wasn't unable to preform the more powerful abilities of the Rinnegan because he only had a single one. Madara showed this perfectly in the latest chapter. Madara preformed ( probably ) the strongest Rinnegan jutsu up until now with only a single eye. No, the reason Obito wasn't able to use or didn't use these abilties was because he had no knowledge and use for them. He also couldn't afford to waste the extra chakra on them, the only jutsu what would be usable for him would be Shinra Tensei which again wasn't needed. Nagato/Pain only used this specific jutsu to block or cause large scale attacks. Something of which Obito couldn't afford to do or needed to do. He didn't need to use it as a defense as he already had Kamui and he couldn't afford to use it as a large scale attack because of the Bijuu and The Gedo Mazou statue.
Madara using the Rinnegan
The fact that Madara is able to use more jutsus and stronger once of the Rinnegan has nothing to do with Nagato or the Uzumaki for that matter. He obviously researched the Rinnegan a lot, and had access to read the Uchiha Tablet fully. ( Something that Nagato and Obito wasn't able to do ) The reason Madara was able to use Tengai Shinsei was because he had the Susano'o. As seen when he preformed this jutsu, it needs a Total of 3 hand seals to be preformed. ( At once ) While as the max for a normal human being is 1 seal.

Its highly likely that this jutsu was a upgraded version of the Shinra Tensei and a weaker version of the Tengai Shinsei. It is also possible that it was another form of attack. However, it is indeed a jutsu of the Rinnegan which we haven't seen yet.

I can't remember that it was stated anywhere that the Rinnegan would allow the user to preform any jutsu they wanted. It was however stated that the Rikodou Sennin was able to preform every justu in existence. ( If you have some actual manga proof where it was stated that the Rinnegan grants the user the ability to use every jutsu, the by all means post it. ) Also, it is not true that the Rinnegan is the reason why Madara ( at least ) is godly strong. He was that with just his EMS as well. The Sharingan lacks the abilites to use the Jutsus of the Rinnegan, nothing more. Though what the Sharingan is able to do is to copy all jutsu besides Kekkai Genkai jutsus. ( Which we aren't aware of if the Rinnegan is able to do )
