Top 10 strongest Konoha shinobi [pre-war time]

7. Shikaku
8. Shikamaru
9. Neji
10. Sakura

A little explanation, why i have chosen these 10 and why in that order. Naruto mastered sage mode, chakra nature control before the war, he was the only one able to defeat Nagato. Second is Danzo, because of Shisuis eye and Izanami. He comes after Naruto, since Sasuke defeated him, and it was stated that Naruto and Sasuke were eavenly matched at that time. Kakashi is third for obvious reasons, he is superior to Tsunade in battle, but she comes right after. Shikaku and Shikamaru come after Yamato and Gai because pure intelligence doesnt completely make up for average battle skills. Neji comes after those two because his physical skills arent strong enough to overcome Shikamarus tactical skills and intelligence. The spot for number 10 was the most difficult to choose, but we have seen Sakura in battle before and not many other characters from Konoha. Out of the ones we did see, Sakura was the strongest.

I did NOT include missing-nins (Sasuke, Orochimaru,..), anyone who is dead at that point in the anime/manga (Itachi, Hiruzen, Jiraya,...)

I didnt put him on the list because of the lack of battles we have seen him in, so we cant accurately measure his power.

Lee should be above Sakura imo.
