You and SMD act like Sasuke can just fire off Kirin like he does a chidori. Sure, he can beat Tobirama IF (and it's a big if) he is able to prep it and land it.
Dont forget Tobirama is also a sensor type. .Not to mention he is the Second Hokage and a Senju well versed in fighting Uchiha including MS users.
Water is not greater than lightning. They compliment and enhance each other. (I should know...My bio is well versed in water jutsu) Tobirama's Water jutsu is greater than Sasuke's lightning jutsu. Then there's flying thunder god. Tobirama may not be as good at it as Minato, but it is still effective against Sasuke's speed.
Then there's Edo Tensei. Now I know SMD you said Tobirama won't use it. But if he gets pressed enough he will use it. It is his jutsu after all.
I don't see Hebi Sasuke winning this. Hebi Sasuke doesn't even have MS, so no Susanoo for protection/Offense, No Amateratsu, No Enton. Yes Hebi Sasuke is versatile and a beast no doubt, but not beast enough to deal with the 2nd. EMS Sasuke sure. Not Hebi though.

OT: it's called plot. That was just Kishi's way of letting us know Sasuke has an ultimate jutsu we have yet to see. Look at the sky in that scene. The essence of Kirin is to use natural lightning from the sky. Sasuke is simply the guide to bring it down and direct it toward his opponent. Lightning does not form without clouds. even in the Naruto verse.
