1. Juubito(when he was at his strongest).
2. Current Madara Uchiha. Because he is hell strong now, and when he heals and get the other Rinnegan he will surpass everyone by far. Rinnegan, Wood Style, EMS and Healing ability.
3. Hashirama( He hasn't shown his full power in the war, why? Because he hasn't used his thousand hands jutsu).
4. Naruto(Bijuu Mode)
5. Minato Namikaze(Bijuu Mode, FTG, best reflexes and crazy base speed).
6. Sasuke(EMS)
7. Itachi Uchiha(Genius)
8. Kabuto Yakushi(Edo Tenseiand Sage Mode)
9. Nagato Uzumaki(Rinnegan....)
10. Tobirama Senju(FTG, Water Style, maybe Edo Tensei and crazy speed).
