Reasoning:

- He got one of the rinnegan. He needs the two of them to unleash his full power.
- He got the Mazou. He is pulling beasts, again.
- SA is doing nothing, but SA still have the Kyuubi Cloak.

The former objective of this war was to avoid the revival of the Juubi. Now SA is free to counter Madara's attempt. He may be strong, but he is in the most weak state he can be... he is focusing his power on the beasts, he is already using the Rinnegan to have control over the Mazou.

To summarize... Tug-o-war 3.0 is near, but this one will be shorter since TnJ can't affect someone as old as Madara.

Obito did not fight against nine beasts at the same time. He had the Akatsuki to retrieve them for him.

A writter point of view. It wouldn't be wise to create another Juubi Jinchuuriki,

Could be a metaphysical symbiotic relationship between the two Rinnegan Eyes, the destruction of one of the eyes will lead to the destruction of the other. Otherwise Obito need not have kept the other Eye if all he needed was one, unless, the existence of one of the Rinnegan Eye is symbiotically link to the other Rinnegan
