In a way I agree. Kakashi has improved a ton since his fight with Deidara.
-His Kamui ability is through the roof

As for his reaction speed, he's always been really good, and displayed that in his battle with Obito who is clearly a better S/T jutsu user, but he kept up
-As for the summoning and being able to take an arm in a few seconds yea he's good.
