is Shisui a ANBU member?

Dude. So where is your proof? Your theory was really shitty, you have no evidence. Kishimoto makes the story, not you. Where did he say that Shisui was Anbu. He didn't. If he didn't say he was in ANBU it means he wasn't.

Shisui was shown in the same clothes as Anbu Itachi (when Itachi showed the truth after releasing ET) . So I guess he was in Anbu

OT: He was an ANBU member and of the Uchiha police force. Looking at this panel:

It shows he is wearing ANBU outfit with a Katana on his back suggests he was indeed a member of ANBU. Not to mention he knew the set up of Uchiha plan to attack Konoha and what Konoha's government are up to, example would be Danzo.
