The reason people stated why he is above Zabuza or Darui is because he has large scale attacks that can go up against monstrous titans like Gedo or Juubi even for a while, others do not have such things in their arsenal. So even in 1 vs 1 against Zabuza or Darui could go either way thus make them seem "equals" in a fight; the latter competators do not have things in their arsenal that can provide the same scale against certain monsters.

I think they are equals. It's true Darui and Zabuza don't have a technique on the same scale as Kitsuchi, however, Kitsuchi doesn't have a close ranged technique on the same scale as Darui and Zabuza

What speed feats and/or strength feats does Mei have to avoid or escape that? Her only speed feats are intercepting Zetsu and Madara, in which she had pre-cog. If Mei is targeted by Earth Release: Mountainous Earth Technique, she's going to be crushed.

However, if you don't really think she can't be caught by that, then he can use Earth Release: Moving Earth Core

To trap her underground and then use Mountainous Earth Technique.


Mei specializes in mid-long distance ninjutsu. Water Style is inferior to Earth Style, and Mei's Water techniques are not capable of breaking through Kitsuchi's Earth Defenses.

When fighting Kitsuchi, the entire battlefield is your enemy. It would take either massive strength, top tier speed, or battlefield changing tech's to counter Kitsuch, and Mei has none of those.

I will say that Tsunade and Kisame most likely defeat him.

 

[Forbidden Technique]

I don't find it ridiculous at all. His massive scale of jutsu is way out of a high jounin-low kage tier's league, number one (Has one of the biggest chakra reserves in the manga). He was deemed commander of over 10,000+ ninjas in the shinobi alliance which speaks volumes about his intelligence and leadership. Not only that, but he was the commander of the short-ranged battle division, which means he has to be very skilled in CQC despite his lack of feats; and we already know his long-range jutsu is on a top-tier kage and above level. So by hype in addition to his very limited, yet impressive feats, I don't find it far-fetched at all to say he is slightly above low-kage tier.

A combination of doton and katon, Mei's lava release is a formidable offense,

so that she can attack again. Because she was wiping lava from her mouth without harming herself it should go without saying that she's immune to it.

Boil Release

The second of Mei's KkGs and a mix of katon and suiton. It's just like Hidden Mist Jutsu, but with... acid. It's obviously strong enough to melt susanoo which has been able to take attacks such as laser circus and the Raikage's raiga bomb.

If she used this in an open area and cranked the pH level to the lowest levels possible it would easily make up for it not being used in a closed room. This is made even deadlier by the fact that the opponent won't realize it's acid until it's too late.

Water Release

Since you know, she's the Mizukage, kage of a village known for their suiton, she's a master of water jutsu. Even in a dry area with no nearby water source, she can use a massive Waterspout that is capable of extinguishing even the strongest fire jutsu and then quickly use that same water to create a giant Water Dragon Bullet which is strong enough to

. This gives her both a good offense and defense at the same time, she can also drown her opponents. mei was gonna use 2 more suiton against Madara but Kishimoto trolled her and she fell asleep and lacked the speed to perform them. She can also use

which as demonstrated in Kakashi vs Zabuza, can easily block the opponent's vision and even give her an advantage against Sharingan users.

Fire Release
Although mei has not been shown using katon on panel, it's a part of her Lava and Boil Release and she tells Sasuke that she uses fire nature. Fire release can provide for some very destructive attacks even though she already has stuff like lava globs in her arsenal. it also gives her immunity to Wind Release.

Earth Release
Same as above. Earth release is good for both offense and defense and mei could potentially use earth walls or mud to restrict her opponents or block. Gives her immunity to Water Release, although Mei herself is already good at suiton.​

There is a considerable distance between Madara and the Kages, which only grows bigger when Tsunade goes forward to punch him. However, Mei is able to save Tsunade from that distance with her Suiton. Shame we couldn't see her do the same thing in recent chapters...

Mei can also time attacks with the Raikage. While nothing special, she wouldn't be able to do it if she was slow.

Taijutsu ​

Mei has shown no genjutsu skill herself although she's a kage and was prepared to fight Danzo and Sasuke even with the knowledge that they had sharingan. Thus she must have some type of genjutsu defense. I'm thinking Hidden Mist which is a perfect counter to any visual genjutsu, though she should have basic genjutsu breaking skills too so I gave her an average score.​

Intelligence ​

Mei saw through Ao from the start when Fuu possessed his body, and showed some knowledge on battle strategy during the Kage fight with Madara, such as using lava to cushion him in order for A to punch him, and clouding up the Rinnegan's field of vision. Furthermore, as a Kage she has knowledge of a lot of stuff outside her village. She showed some knowledge about the Uchiha clan at the summit (besides the attractive men thing) and immediately recognized Minato's Hiraishin being used by other shinobi.

I will say that Tsunade and Kisame most likely defeat him.

I agree with this, nothing leads me to believe he can't beat Mei at mid-long distances while his dotons have elemental advantage and more than enough to block her suitons. Lava release can be blocked by doton walls even Ino-Shika somehow did (he can make better naturally) and acidic mist is not a threat from a distance and naturally dispersed in an open area.

Plus she has not mobility/speed feats to avoid something like mountain smash. She can only win in really close ranges due to acidic mist.
