Also Sasuke didn't break out with his Sharingan alone, he needed to use the CM which disrupted Sasuke's chakra (since it increased it) so you can say the Sharingan had nothing to do with it and the disruption of his chakra did.

Same blood line means same clan. That means an Uchiha can stop another Uchih's genjutsu if they're skilled enough. However, someone who isn't an Uchiha cannot dismiss Tsukuyomi, no matter how skilled they are. Doesn't mean just Itachi's family.
