It can go either way.

Sakura uses all of her chakra at the point of impact, which basically creates an explosion where she is. When you've seen her attack one specific target, the target is likely KO'd, but not literally turned into paste, while you see a large crater a football field long.

Naruto's strength puts all the damage at one specific point, which is why Frog Kata is so deadly, and can lift massive targets. He's not creating an explosion with chakra, its just raw strength.

It's like comparing Rock Lee to Neji.

it`s not actual strength in sakura`s scenario.it is perfect chakra control. her punch definitely has a more destructive power than naruto`s punch. i am not so sure about sakura being able to lift heavy objects but her being tsunade`s disciple shoud hint that she has super human strength
