Simply because he hasn't, The only time any Uchiha has made an Armored Susano'O that big was when he had the Kyuubi's chakra. Simple as that. Sasuke himself never made a Susano'O anywhere close to that big without it other than Perfect Susano'O. Even then; he could have been affected by the Kyuubi's chakra as Kakashi was and he didn't get a cloak.

If you'd like; I could play the same card and say that Naruto could make his Biju Modō 3 times bigger.​

As for The gaara comment, You idiots act like he maintains that Armor the entire fight... it was clearly said to take up too much chakra. Not having a warning from amaterasu, there is no way he would prepare it

Without PS, he can take this with high difficulty probably considering Enton's properties. Give him back PS and he wins with medium difficulty though.
