Please read it in full, it's not too long. The most interesting part to me is the Itachi one, thanks and let me know what you guys think!

Can a non-Uchiha unlock this technique on their own?

It can only be used by an Uchiha clan member but CAN be used WITHOUT the mangekyou sharingan. How?
Itachi's powers
Many of you probably think that Itachi was able to unlock the susanoo for the simple reason that he just unlocked the Mangekyou Sharingan in both eyes and/or because he unlocked it and gained Tsukuyomi and Amaterasu, both reasons are completely wrong. Why?

No, The exception to this is Kakashi but this wasn't of his own doing. The sharingan can only be unlocked by an Uchiha, the mangekyou sharingan is unlocked after the possessor of the sharingan who is of the Uchiha bloodline experiences the loss of something/someone they love.
In his case he is not Uchiha, however Obito was near Kakashi when the mangekyou was unlocked. What I see now is that if a body part was connected to you lets say physically, it will also be connected spritually through like an invisible chakra network in the atmosphere and/or entire world (think how edo tensei can bound the soul of someone in the afterlife by using their physical dna alone, and how Obito's kamui uses the same dimension even when detached to him) so it works even if it is not connected physically cuz the originator shares the same chakra channel as the separated body part. This proves that there is such a thing as REMOTE access to the sharingan/rinnegan like how you may think Madara in 658 was able to use Susanoo without two of his eyes but the manga never said you had to have both activated, Itachi doesn't even use his MS in his fight with Sasuke.

The same reason why ONLY the bloodline of the Uchiha clan even produces the sharingan in the first place; the curse of hatred- which originates from the anger and jealousy of the first son of the SO6P mixed with that chakra which possessed him/he possessed and is inherited through his bloodline.
Madara was able to use it with only one eye, this is possible because once the technique is unlocked; the user becomes in accordance with the technique, the dimension which Susanoo originates from is opened and can be initiated whenever the user wants, with or without the eyes. However the Sharingan/rinnegan like any other alive body part generates a certain amount of chakra, kind of like how some material generate static or things get humid. The reason Madara didn't use Susanoo before he got the first eye was because he did not have enough chakra to spawn susanoo. To add; the rinnegan contained a great amount of chakra in it since it was just being used by Obito the previous Jinchuuriki and The Kyuubi just explained how Obito's body would stay alive due to the massive amount of chakra that Obito absorbed from the Juubi, proving even more that the eyes give more power to the user (especially its originator) and thus even more why madara would prefer his real body over edo tensei.
When the Uchiha experience love it is extreme and when they lose something/someone they love, it is evenly extreme and those who experience those great feelings are prone to being captured by evil like Madara.
I believe that Kishi threw us a hint in page 619 with the title named A clan possessed by Evil, the hint being that this chakra begat from evil, susanoo is like an evil entity only obtained through the curse of hatred.

The reason is because he actually suffered from the same curse of hatred that Madara did, and this is the true way in which he unlocked the power of Susanoo. Why do you think Itachi kept saying things like this over and over to Sasuke?

Itachi had hatred for his own clan and its corruption but he loved his family, his brother and had respected the Leaf Village alot. Itachi unlocked his MS after the loss of his family, and he lost his hope in the Uchiha clan after Shisui sacrificed himself. The reason why Itachi unlocked these powers was because he understood the greatest of pain, experienced great loss, the power of the curse of hatred, and righteous anger but with the loss of all these things bore hatred which unlocked the dormant powers of the Uchiha clan: Susanoo Tsukuyomi & Amaterasu. The reason why Itachi could not face Sasuke is probably because this hatred welt inside him after loss and pain settled in. Then he kept telling Sasuke to grow in hatred, and it was in good intention so that he could possibly gain the same powers that he did, knowing that the key to the Uchiha's power was through the these extreme conditions. He later planned to die at the hands of Sasuke since he knew he had nothing else to live for except for his brother who he did not face and tell the truth from the start. After Itachi died, Sasuke had alot more hatred and with it he was able to unlock his Susanoo. Lastly I think the power of Izanami does not come from hatred but rather righteousness, it is meant to stop illusion/delusion, and Itachi was the right person to own this power.
