I see no difference between a puppet Master, Edo creator and Madara. They all insert their will into the puppet, Obito in this case. Obito is controlled by black zetsu also known as Madara's will.
This puts Madara way ahead of everyone in top 10.

He only can control him when he's in a weakened state. Kakashi stabbed obito through the chest. Madara was able too control him via black zetsu. Naruto strips him of the bijuu. Black zetsu controls him. Only when he's weak can he be controlled.

Did you even read the thread? Its about Madara controlling Obito with his will. Hashirama is yet to become a puppet, so lets not mention him.
