Manga states it only requires dual Mangeyko.

not really manga state that amaterasu and tsukuyomi is need (itachi had knowledge read the uchiha tablets) then sasuke said dual mangeyko ( had no knowledge of the tablets)

What's this supposed to mean? There's only one type of mastering something, once you master it it's over, it is perfected. Tsukuyomi for Itachi was perfected, but Sasuke's definetly was not.

Incorrect. Mastery can go from low to mid to high or complete mastery. Nardo mastered Rasengan but he still uses it with a clone which shows he has mastery in his chakra control. And no, mastery doesn't mean its perfect.

Moving on...Itachi mastered to the point where he can manipulate time. Sasuke has mastered Tsukuyomi to some extent but not the same level as Itachi.
