Are we considering Oro under his 'old' abilities here - and underestimating him? - with the upgrades he has had recently (Zetsu body, cells, hands back, etc) - who knows what he has up his sleeve? He has kept quiet - so what is he plotting? Remember, he will have Kabuto's knowledge as well as his own prior knowledge - knowledge is power - beyond raw physical power.
