I agree tbh, Sarutobi is really underrated. Just imagine all the combinations he can use with Enma and his earth/fire style! I don't think that you need something as big and flashy like Hashirama's Shinsuusenju to be called The God of Shinobi. Even a ''weak'' tech like shadow clone shuriken, or his dragon flame bullet, can be really strong if used right
