Shinra Tensei is the ability to manipulate repulsive force at the caster's will to push matter or Ninjutsu away. It is a ability accessible through the Rinnegan. Only wielders of the Rinnegan has access to its ability (e.i Madara). If its ability can repel objects than it is able to push-back the massive ball Bijuudama.

Erm, all I know it's a very powerful and instance force that can push/negate rasenshuriken, Amaterasu and etc. it's even powerful enough to instance destroy a whole konoha village. The force not below the bijuudama cast by juubi last time.
