Depends. Are you including all of the characters in their prime and excluding Hagoromo? If so, he is the second strongest since Obito in his prime would smack him around like a toy.

If you exclude Obito in his prime then Madara is the strongest.​

Juubito was probably stronger. After all, being the Juubi Jin is THE ultimate powerup, and seeing Madara is going to captute the Bijuu, he is still aiming to become what Obito was...

actually sage mode is.... Sage mode allowed rikudo to defeat the juubi after all. A perfect safe is incredibly OP. Hence why SM naruto bumped naruto up in advanced tiers and hence why SM hashirama is on a tier of his own with only edo madara by his side.

edit: not saying an sm user would just beat obito or be flat out stronger by default. It takes a bit more than just that.

But Juubi Obito was still far stronger than Naruto with SM - it was because of Naruto's personal link to the Bijuus and Obito's doubts about his way that Naruto won.

Makes obito ****ing jin. of jubi,steals his greatest asset,kamui,and make him fight the edo kages and 2 greatest plot armoured char. n and s,instead of s.a.,while he was in solo mode,before talking started to end the fight peacefully.

and now,makes madara alive ,steals rinnegan and makes him fight those 2 char. again. Please,just godamn set him lose and make him kill some important ones,before repeating obito,via tnj.

what are you talking about? Kishi just made madara stomp on the strongest character(hashirama). Juubito had no such feat near that other than blasted a mokuton bushin in 2. Madara then went on to stomp sasuke and naruto while blind. Run through SA and kill those in his path and finally move on to fighting the bijuu. This is completely different than with Obito and there's no useless talking about women and feelings. It's just stop this ****ing madman. It couldn't be any different...
