What will Madara do with the Bijuus ? If he goes and re-seal them again and becomes Juubi's Jin , that would be a bad development for the plot , we would return here again .
His goal is to become Juubi's jinchuriki and complete his Project IT. We dont know what's he gonna do if he deviates from his original plan. So as of now we can say he wants to become Juubi's jin.
But sealing them won't make him Juubi's Jinchuuriki. That would be like becoming Jinchuuriki of the 7 tailed beasts. Since Hachibi is still sealed inside KB and Kurama inside Naruto.
Also because the Shell of the juubi is sealed inside Obito.

This is actually a really good question. We saw in the past when Akatsuki was sealing the Bijuu that it required the Gedo Mazo AND several days of constant sealing to seal each Bijuu. With 9 Akatsuki members, they were talking about taking between one to three days to seal each Bijuu! How is Madara possibly going to have the time to do all of that the same way?
He must be planning to use a different technique. But he's still going to need to extract the Gedo Mazo out of Obito (which will probably kill him) and then use that to seal the Bijuu. PLUS, he doesn't have reserve chakra from the Haichibi and the Kyuubi, which means he's actually going to need to extract those (in whole or in part) from Bee and Naruto. That's hard to do, and in the past it has taken a huge amount of time to break the existing seals.
(Yes, I realize that he can probably use his absorption jutsu, like he's been doing, to steal the Kyuubi chakra from the fodder ninja. But Bee hasn't been sharing chakra like Naruto has been, so there's only one place to get that from).
All of this, and Madara doesn't have his eyes yet, which is a big problem.
(But then again, there should still be an army of remaining Zetsu clones out there, including some back at the hideout where the other rinnegan is in storage, to come help).
