in the last scene of chapter 657, Madara is seen standing on someone after they got blown away by his Haijingakure no justsu. since it was Saskuke, Sai and Naruto beside him... is it likely that Sai didn't make.

I think maybe you skipped the panel where he ran across the battlefield knocking ninjas to and fro. The ninja that he's draining is someone who had been hanging out near the spot where he halted.
