Obito said that to decipher the text, you need the sharingan. The mangekyo sharingan will let you decipher more. And the rinnegan will let you to fully decipher the text. Supposdly written there are instructions on how to obtain the mangekyo sharingan and control the nine tails (for sharingan users), the story of madara and the secrets of his body (for mangekyo sharingan users), and the story of the sage of six paths and the ten tails (for rinnegan users).
The last story was revealed by madara recently, which makes sense because he awakened the rinnegan. But he only did so at a very old age and very soon after gave the eyes to nagato.
This still gives him time to sneak into the naka shrine and read the tablet with the rinnegan. But it makes it a little suspicious because he was very old. It's still possible, but the fact that we don't know anything about when and how he did it makes it unproven.
The other person is ofcourse nagato, but he never said anything about it so we can safely say he probably knew nothing about it.
The third person with access to the rinnegan, obito. Didn't have the rinnegan most of the time. He only got it after nagato died and very soon after he started the war. Here he had a chance to read the tablet with the rinnegan but i don't think he did, madara probably told him the plan long ago and that was what he was concerned with. i really think he simply didn't care what was written on the tablet, as long as the plan will go as he wanted it didn't matter.
All this gives us the very disturbing idea that probably madara and only madara actully read the tablet fully, no one else can confirm what he says. either the "tramp card" is written there, or he was lying about most of the SO6P story.
my personal opinion is that there is more written on the tablet about the SO6P and the 10 tails. Madara knows more and he didn't reveal it yet.
