Naruto isn't Hokage yet, and we don't know if he will be. So putting him in the top spot is completely ridiculous.

We havn't seen a lot of kages power, so its hard to give an accurate estimate. I can say is that Hashi should be at #1 of all the hokages who have ever lived til now. Minato and tobirama should be on the list due to s/t jutsu. 3rd raikage should be there. and Mu and onoki should be there because of jinton.
