The only reasonable way for Jiraiya to be brought back is as a source of info in Naruto's subconscious. Not making an impact on anyone except Naruto. And not being physically brought back to life.

Itachi had wishes left unfilled and we hadn't gotten to see Nagato in action, just Pain. They're pretty much special cases.

The Hokages are mistakes though.
