Well, by the paths, but he controlled them, so shouldn't Jiraya be alive at this moment too, but in the Ocean or somewhere near it? And if he is not alive, then this is a plot hole.[Spoilers/]

I think the Rinne tensei no jutsus works like this :

Nagatos use : Revived all who got killed by him which was like 1 hour back.
Obito : Revived one Person that has been killed years ago.

I think you can use it in two ways - You either revive hundreds of People whose dead just occured a hour ago
or you can revive someone who got beaten up years ago, but you wont be able to revive all People who died during this time. Im sorry- Im actually bad at explaining since my English isnt that great ^^

Anyway
Revive many who just died
Revive one who died years ago

^ both methods use the same amount of chakra. Jiraiya didnt get revived because he died a week or something earlier.

he could not revive jiraya, he's lying a bottom of the god damn ocean that's why... technique wont reach there, and even if it does he prolly would die down there anyways.

People need to stop trying to make Jiraiya come back to life.

He died the most honorable death possible in his situation. He gave his life for information to save the entire shinobi world.

He died carrying out his responsibilities to put an end to a student who misused his teaching, which is equally as disrespectful as revivng him.

You might as well go to the memorial site Naruto made for him and shit on it.

Jiraiya needs to stay DEAD. The only possible tie for Jiraiya to return to the story is in Naruto's subconscious ONLY as a source of information.
