The pressure itself would crush her and keep her from moving, however, the Byakugō itself might sustain her a while longer since it would keep on healing her so the pressure itself might not end her right away. It doesn't matter, your question is: 'Could Tsunade survive on the ocean's floor?'

While her healing capabilities would save her from death right away, she would still lack the ability of movement nor does the Byakugō grant oxygen which she would require seeing as how she is a human being, is she not? The conclusion is; The pressure of the ocean will crush her eventually or she will simply die due to lack of oxygen.

So the answer to your question is; No. Tsunade cannot survive on the ocean's floor.​
