You'd need to get his permission to resubmit it, as it technically is still his idea to work on, despite it being in the old submission thread.

Because they have the intellectual rights for those elements and can sue Narutobase if someone else copies them.

Also Marshmallow and Caramel are pretty bad CEs ... Marshmallow isn't even a real element, since he can't even create his own marshmallow. He's creative in the technique making and naming though, I'll give him that.

My big beef is with Plant Release. That CE is entirely too vague and monopolizes way too much. A good CE is Lili's mushroom release as that is something very specific and well described.

You made an idea, it'd be stupid to hand it out to other people who didn't make it. Imagine one day logging back on out of boredom or something, and finding all your stuff gone.
