From a plot and action wise standpoint, it would just be a really, really bad move on Kishi's part. The process is simply too long, and Madara doesn't have the same type of character development or bond with Naruto or Sasuke to parallel. I mean you could argue that Sasuke will be the one, but he's not the talkative type like Naruto, and hearing him TnJ would be weird.
He has to weaken all the Bijuu's, inject the rods in them so they can fight Naruto and Bee (again), get them consumed by the Gedo Mazo, revive the Juubi again, and then finally become the Jinchuuriki. Now as a revived, non edo man now, no matter how you put it he does not have the chakra to do what took Obito roughly 85 chapters all over again. Especially not with the new forces he has to face. The 4 Hokages are a handful already, and Naruto+Sasuke is overkill.
And let's not forget Naruto now has the new ability to give out chakra, an ability Obito didn't have to face.
