I doubt he'll do that when he's just about to die. If he could do that, he'd do it ASAP. Reviving Madara seems like the most possible outcome.

You miss the point. Obito previously had no intention of reviving Madara, however, if all else fails and he's defeated by Naruto and the Hokage then he'll revive Madara as his final Jutsu in his last attempt to fulfil the Eye of Moon plan.
