Question: Was Obito About to Revive Jiraiya?

I was really confused about the latest chapter. It seems Obito is going to use Gedou.. Rinne Tensei Jutsu even before the Black Zetsu intervene.

Was he going to use it on Jiraiya, Nagato or those who died prior to this war?

That Black zetsu is the one that saved this chapter, this manga.
if obito had successfully revived those good people, the manga would have become complete trash.
