If Madara cannot get the 9 tail beasts present,he can use Hashirama clone in his hide out together with gedo madzo to fuel the god tree inoder for it to bloom.The God tree already form by Jubito contribution but it need certain amount of chakra to bloom.Hashirama wood clone could be storing up chakra over these year ,once it connect to the God tree it should work.Gedo madara is also connected to Hashirama clone with the same jutsu Madara use to create life to form Zetsu,he can use it on the god tree

Well, its difficult to say. Because the distance seems to be more for conencting clone to God tree roots.

I think when already Madara has Hashi's cells, Madara can simply use these cells to fuel God tree's chakra levels.
