This based on pure defense/ tanking ability.......so basically ur abilty to take a punch, not like Naruto who can repel 4 bijuu dama with his own bijuu dama


1. Itachi (yata mirror is canon) you cant deny it

2. Madara (PS tanked 100% kurama tailed beast bomb) dont know who else can do that OH WAIT, except this next guy

2. Hashirama (Can catch 100% Kurama TBB for fun)

4. Minato (Space time barrier) Well ill explain why hes tied with the third raikgae cause i think his space time barrier is only used for energy attacks and doesnt help vs physical attacks

4. Third Raikage (immune to physical attacks but i he cant tank a jubbi tbb)

5. Garra ( absolute sand defense )

Sasuke
Tsunade
Neji (only cause if first post and i guess its an okay defense)

Not a bad list at all, Kamui should be on this list also, or at least honorable mention. The only ones who can counter it is the two Kamui users, and Minato because of his speed.

There are certain jutsu that if used the right way become nearly unstoppable defenses like ftg,kamui,yata mirror etc so those are all above gaaras sand, PS rotation just due to their nature

From all of the above^ I think Yatas Mirror is the only one that has not been Penetrated yet.
Hashirama took out PS,
Minato got caught (thats why his Arm is missing),
Third Raikage can be defeated with speed(not by many but it is do able for example how naruto did it),
Garras sand lacks speed also ( speed and strength can take him out. like Third raikage, 4th raikage, and a handful of people with op stats.) ,
and Lastly Hashirama doesn't really have anything special besides the fact that he is beast and can tank many attacks or dodge them. Like you know how every one has something to defend or show how they defend, like Yata, Sand, Lightning armor, Susano, etc he doesn't show anything but mokuton and being awesome. (theoretically he might know some space time jutsu also, that battle at the Valley of the end proves it).
