Why did he?

Couldnt he just string him to death? Why the sudden use of an pistol? Regardless, it an interesting concept. As this is an anime about pirates yet hardly anyone act like true pirates

From what I can tell Doflamingo drag Law back to the city by hitting and kicking him around. Shouting was just one more way to cause him pain. I doubt DD wanted to instantly kill Law. After what he did (cause Law really caused him a lot of trouble) I am sure he just wants to punish him and make him suffer as much as possible.
Also, this action triggered Luffy and it's very likely for him to go on rage mode and want to kill Doflamingo. It serves the plot more that way.

Aside from nicely following Celestial Dragon tradition, it shoes that Doflamingo is a veteren.

Crocodile (Luffy's first grand line enemy) showed how he had experience by having his logia trained to natural reflex, but also that he had a claw that was poisoned.

Doflamingo (Luffy's first New World enemy...well threatening one) showed how he has experience by having ways to fight aside from just his string fruit.

I think DD wants to see Law suffer before he dies. Didn't he tell Vergo to kill Law as brutally as possible and rip off his ear?

Also, if he would've stringed him Law would've died. This way he has a chance to survive.
