What to do with Mei, Tsunade, and the 4th Kazekage?

I'm trying to finish up my tier list here.


Here's my tier list:

I'm undecided about Tsunade, Mei, and the 4th Kazekage.

Should the Mid Kage Tier be
Kakuzu
Deidara
Guy
Mei
4th Kazekage
Tsunade

Or should the Mid Kage Tier be
Kakuzu
Deidara
Guy

Then move the 4th, Mei, and Tsunade down to Low-Mid Kage

So it would be:

Mid Kage:
Kakuzu
Deidara
Guy

Low-Mid Kage:
4th Kazekage
Mei
Tsunade


What do you think I should do with Tsunade, Mei, and the 4th Kazekage?

Tsunade is actually a high kage. And does overshadow both Mei and 4th kazekage. But oh well.
