Id give it to kisame. At that range shark skin will be absorbing suigetsu's chakra without even having to move. If they were to engage in a sword fight suigetsu would naturally run out of chakra first. Then cleanup is easy.

He was not even A's main aim; also reaction timing does not equate combat speed.
Kisame's feats against Gai and Bee puts him higher than Suigetsu in this regard.

Durability does not mean physical strength; also Suigetsu survived a TBB, not tanked. They are completely different.

Better weapon? Not really.

@Bold. Without Kubikiribōchō, Suigetsu is not going to rip open Kisame's body and if he uses the sword, Kisame will see still be capable of seeing it so he will know where Suigetsu is and he will counter his sword slashes. Even if he uses the Suika no Jutsu, you seem to forget that Kisame when fused with Samehada is capable of sensing Chakura.

Once, Kisame gets close to Suigetsu, he will absorb Suigetsu's Chakura forcing him to go back into his human state which would allow Kisame to either kill him off with a simple Shark Kuchiyose or he will drain him completely just like he almost drained Hachibi's Chakura. [

@Underlined. Perhaps you are forgetting that Samehada is capable of regenerating Kisame if he is damaged in battle. Unless he manages to cut off his head, which is extremely unlikely considering that Kisame will see the actual sword and Samehada would react to Suigetsu's Chakura, he isn't killing Kisame.

The rest is irrelevant. Kisame Hoshigaki is the clear victor. I fail to see how you've even came to the conclusion that Suigetsu stands a chance.
