Not that PS will be capable of swinging its sword as freely as it could in an open area with no heavy attraction acting upon it.

Naruto and Itachi's Susanoo were free to throw FRS and throw Yasaka Magatama during CT. Why would PS be the same.

Nothing implies they generated the same amount of power they do with no attraction, let alone a close amount. The attraction would make their attacks come at a higher speed. PS on the other hand is not a projectile. It requires a swing, to create a shockwave. Moreover, creating shockwaves in an upward direction is harder than creating it in a linear fashion considering pressure piles atop of each other in shockwaves.

There is no reason why it wouldn't create the same amount of power nor is there anything displaying or implying that they couldn't use the same amount power. Throwing FRS requires a swing as well, and it creates a shockwave which is kind of like a projectile.

It may be harder, but it definitely isn't impossible to do.
