He still only has 2 eyes. Sacrificing 1 of them to use Izanagi is a pretty huge deal. And even if he uses it it's not like that would just win him every match. Not even close actually.

Still has a bunch of Uchiha eyes. He did say Danzo Izanagi was incomplete, meaning Danzo didn't know what he was doing. With that technique the opponent lowers their guard as seen in the picture. Danzo was showing off and being reckless, also he underestimated Sasuke after testing his abilities.

Without Kamui, he's basically a ninja on par with a low level Jounin.

I'm not counting his mokuton since we only saw it in a flashback & never used it again , without Kamui he's nothing .

lolol. thats like saying "kyuubi doesnt mean naruto is strong. it means kyuubi is" or "katsuyu is strong, not tsunade). where would old sick nagato be without his paths? and if you count them as nagatos power why not count obito's? because hes not a cripple?
besides i dont think low jounins can pull off the katon that obito does or the barrier obito does.
