I'm not quite sure yet. Nagato's back story is just too amazing, and even in the limited time he was alive on screen, he had obscene development character-wise. They are neck and neck regardless in my opinion (regarding my "favorites")

Nagato use to be my second favorite as well, But Orochimaru's ways and his sinisterness just is... Undeniably alluring. Not to mention we're practically promised to get Orochimaru's back story once more, as hinted when Sasuke and Orochimaru were discussing the nature of Orochimaru's [previous] motives.

It's only a matter of time before Orochimaru's development sky rockets.
