The hyuuga,Nara and uchiha clan have all shown to have their own private sector and follow a structure.Even the akamichi which we know very little about has also been shown to follow this.

And given that she is a ninja,if she was part of a clan we would of had seen some aspect of her duty as a clan member revealed or seen through her actions at some point.

There has been no hint or any mention that haruno belongs to a clan.
She could very well be from two ninja who were born from no particular group.
