Dodging an attack doesn't make you faster. Sasuke predicted the attack and since the charge was pretty linear it would be easy for any one with decent reaction speed to dodge it if predicted. Anyway that's version 1 Bee.

Gai deserves a spot but Lee is tiers below him, not even having a single Shippuden speed feat.
