I wouldn't get my hopes up for Madara being a real villain. I have a feeling that Madara tried to do the same damned plan as he is doing now back during the founding era.
Except for one important point Hashirama was around....And what did Hashirama do? Handle Madara, nobody else had to be involved in stopping Madara hence nobody else had to be involved in their battles.
And what was Madara's "Plan" you ask? Its simple I tell you.
Its tied up in the whole ying yang idea. light dark in balance. Madara even discussed his plan in a round about way with Hashirama ironically its just Hashi was too dumb to get the point.
Lets face it while Perfect Sasunoo is super OP compared to most of the other Shinobi around, but I'm pretty sure that the fourth Hokage and other suitably strong shinobi would eventually be able to face Madara and combat his techniques with suitable intelligence gathering. Hence most of the ninja world wouldn't get involved in fending off Madara in his pre-Rinnegan state only the super strong shinobi would likely combat and face Madara while the rest stayed out of it. It would be the Hokage's "Job" to deal with threats like that.
THE PLAN!11!
First part of Madara's plan was to make himself so ridiculously powerful for one reason and one reason only. So that he would be unmatched by any one single shinobi. That involved becoming like the most powerful chakra user ever, the SO6Ps. Ie For that he needed Senju DNA for the Rinnegan. But he did not anticipate how long it would take to unlock it hence he had to wait around for a suitable proxy to come along.
Obito laid the ground work just not in the way he or us as the reader might interpret. Tobi gathered all the Biju the most powerful and threatening creatures in existence then claimed that he would co,mbine them and lock everyone in a massive moronic genjutsu....whats more threatening than that lol?
Madara's plan was to make himself and his "PLANS" such a massive threat that nobody not even the little worthless fodders of the ninja world could ignore them. In essence rallying all Shinobi together. Once that is done as with the fourth war he starts the next phase of his plan, it wasn't just to bring them together it was to make the experience shared "PAIN" IE shinobi alliance would share each others pain and understand each other better for it. Its basically Nagato's plan except taken a different way.
Madara planned to stop Obito all the time, he would never let genjutsu actually occur. Thats why he was going after Hashirama's sage mode so that in the event that the alliance couldn't beat obito Madara could suppress him using Hashi's sage powers.
He planned to become the shinobi world's manifested "Yin" the darkness thereby forcing the rest of the shinobi world into balance with him becoming the "Yang" in the process. By forcing everyone to acknowledge each other as being an important part of stopping him he has helped them on the road to peace more than anyone even Naruto lol.
Madara will allow himself to disperse and die once he is suitably convinced of the alliance's conviction.
Lets face it Madara could have ROFL stomped everyone by now if he used his full powers. He could spam meteors if he wanted to....why hasn't he? The answer is staring everyone in the face....
