We already know, they're having the meeting because they clashed chakras as explained in part 1 by Sasuke.
So how come now that both Naruto and Sasuke combined attacks and clashed Tomabito soup, he's not in there with them?

how can sasuke get there as he was the most confused shinobi in whole series

Well I think Sasuke's not there because he doesn't seem to care about the Tailed beasts like Naruto does (on a friendship level to be exact) and it might also be because Naruto and Obito are both Jinchuuriki's so it's easier for them to connect (and Naruto also has a fraction of all the tailed beasts power from when he talked to all of them). and maybe also because Naruto and Obito are a bit similar so it wouldn't make much sense for Sasuke to be there nor would it make much of a difference.
